William Ruto's current cabinet secretary for foreign affairs is Dr. Alfred Nganga Mutua. He served as the first governor of Machakos County for two terms, from 2013 to 2017 and again from 2018 to 2022. Mutua worked as a spokeswoman for the Kenyan government before departing in 2012 to run for Machakos County Governor. He is the founding member of the Maendeleo Chap Chap (MCC) Party, which was established on August 25, 2016. Mutua is Kenya's current Cabinet Secretary for Foreign and Diaspora Affairs, serving under William Ruto until October 27, 2022. Kenya's departing chief diplomat, Raychelle Omamo, who served under President Uhuru Kenyatta, was chosen to succeed the Maendeleo Chap Chap leader.
Mutua was born in Masii, a settlement in Machakos County. He has lived, studied, and worked in Kenya, the United States, Australia, and the United Arab Emirates, where he has worked as a journalist, businessman, professor, public servant, and politician.
